• Users must face the ladder when ascending or descending and maintain a three-point contact (two hands and one foot, or two feet and one hand).
• Tools or materials should not be carried in hands while climbing; instead, use a tool belt or hoist.
3. Ladder Placement and Stability
• Ladders must be placed on stable and level surfaces to prevent movement or slipping.
• Portable ladders used for access to an upper landing surface must extend at least three feet above the landing point.
• Fixed ladders must have a minimum clearance of 7 inches between rungs and surrounding objects.
4. Inspection and Maintenance
• Ladders must be inspected before initial use in each work shift to identify any defects or damage.
• Defective ladders must be immediately marked and taken out of service until repaired.
• Regular maintenance must be performed to ensure the ladder remains in safe working condition.

Training Requirements
OSHA mandates that employers provide training for employees to recognize and minimize ladder-related hazards. This training should include:
• Proper ladder selection, use, and placement.
• Identification of potential hazards, such as electrical contact or ladder instability.
• Pre-use inspection procedures and defect reporting.
